Do I always need a conversion permit?
No. If you can prove that you continuously rented out rooms in a home from before 12 December 2007, you do not have to apply for a conversion permit. Although it would be wise to verify if renting out rooms is permitted by zoning plans.
For the conversion of premises other than a home, such as an office building, into shared accommodation, you also won't need a conversion permit but you will require an environmental permit, for breach of zoning plans.
How do I know if my application has a good chance of succeeding?
If you would like to know in advance if you are allowed to rent out rooms, make a concept application. We will let you know if a conversion permit is possible. If that is the case we will also examine if you can get an conversion permit by derogation from the zoning plan.
When will I be refused a conversion permit?
A conversion permit will not be granted if the living environment of the premises is under pressure, or will come under pressure due to the new room rentals.
It has already been established that the living environment is under pressure in the following neighbourhoods, so we will not grant conversion permits for these neighbourhoods:
What do I need for an application?
You will need the following:
- proof that your are the owner of the house you wish to convert into shared accommodation (rooms);
- a situation sketch showing at least two streets (cadastre map);
- details of the existing situation: building plans (ground plans, façades) indicating the functions of the various spaces (such as: living room, bedroom, bathroom, kitchen);
- details of the new situation: building plans (ground plans, façades) indicating the functions of the various spaces (such as: living room, bedroom, bathroom, kitchen);
- an authorisation, if the application is being made by another person or your behalf.
Make sure that all drawings are to scale. You can decide which scale to use.
How long will it take to receive a decision?
You will usually receive an answer within 8 weeks. Sometimes, we need more time. In that case, we can extend the decision time by another 6 weeks. Have 14 weeks passed without us reaching a decision? You will automatically be granted the permit. We call that a permit by operation of law.
Was your application incomplete and have we requested you send us additional information? In that case, the mandatory time limit will be suspended.
How much does an application cost?
Applying for a permit always involves charges, even if the permit is not granted or you withdraw your application.

Do you withdraw from your application before the decision is made? Or is the conversion permit declined? Then you will be able to ask 15 percent of the payment back. But you have to do this within 1 year after your permit application is withdrawn or declined.

When do I also apply for an environmental permit 'breach of zoning plan'?
Is room rental in breach of the zoning plan? Then you will also have to apply for an environmental permit in addition to a conversion permit. To have this permit, you will have to comply with valid parking standards and Paragraph 4.9 of the policies spatial planning.

Are you applying digitally? Your permit will be sent digitally. However, if you are applying by post, your permit will be sent by post.
