How do I apply for help in the home?
Get in touch with WIJeindhoven. You can discuss with a WIJeindhoven staff member what the options are. He or she will determine whether you are entitled to help in the home, based on the Social Support Act (Wmo). This depends on your health and living situation. If the generalist feels you need help in the home, you can choose a home help provider and start the process.
The home help provider will get in touch with you to make an appointment for an interview. It's useful to have someone else present at that interview, someone you trust who is well-acquainted with your circumstances. That might be a family member or a close friend. You can also engage the services of an independent client support official, at no charge. They will assist you with the interview. For more information, go to the page about independent client support.
You and the home help provider will agree what is needed to keep your house clean: which tasks will be carried out, in which rooms and spaces, by whom and how often. The home help provider makes a note of all this in a support plan. Once you have signed this plan, the provider will send it to the municipality.
The municipality checks whether the agreement complies with the regulations. Once the municipality has approved the support plan, you will receive a letter (assessment) informing you of the period for which you are to receive help in the home. They will enclose the support plan with the assessment.
How do I make changes to my help in the home?
Do you wish to change the kind of work being done, or do you want a different person to do that work in the home? Get in touch with the home help provider.
Do you wish to change the home help provider? If you're dissatisfied with the way the work is being done, first get in touch with the home help organisation, so that they can offer a solution. This doesn't have the desired effect, and you wish to change the home help provider? Get in touch with the generalist at WIJeindhoven. When you switch to another provider, you set up a new support plan with the new provider. The agreements with the previous home provider then expire.
Who chooses the care provider?

What can I expect from the care provider?
The care provider helps you with domestic chores. This covers the cleaning of rooms you use regularly, and chores that must be done regularly. You will have to find another solution for any work that only needs to be done now and then. This might be laundering curtains, cleaning out cupboards or cleaning the hobby room.
If you are unable to do your own laundry, the home help provider can help with that. They won't, however, do ironing, so you'll have to find another solution for that.
How do I organise occasional cleaning tasks?
You have to organise help with occasional cleaning tasks yourself. No luck organising that through your own network? Your home help organisation can usually carry out such tasks for you, but you'll pay a private fee. These costs will not be reimbursed.
I am not entitled to help in the home based on the Wmo. What else can I do?
You have no right to assistance based on the Wmo, but you do need help in the home? You can make use of a municipal discount scheme for help in the home. This discount scheme allows you to hire professional domestic help for a maximum of 4 hours a week.
Through Gascogne, you then pay 13.50 Euros an hour. Go to www.gascogne.nl or phone 040-29 03 043.
If you feel that the generalist has wrongly decided that you have no right to help in the home, you can ask WIJeindhoven for a second opinion.
Why does the home help provider define the nature of the help in the home?
We offer tailored care to residents who need it, that goes without saying. However, the costs of care are extremely high, and together we have to make sure that the people who really need it can receive care now, and in the future. That's why it's necessary to look critically at the way in which the money is spent. The care provider is closer to the resident, is better able to see what's needed and knows how to organise the help most efficiently.
What does the municipality do to safeguard the quality of the help in the home?
It's important that residents are satisfied with the help in the home. The municipality regularly researches residents´ experiences with help in the home. Where necessary, we take steps to improve the quality.
I'm not satisfied with the help in the home. What can I do?
If you're not satisfied, it's important that you take action. First discuss matters with the staff member providing the help. That's not possible, or hasn't worked? Get in touch with the care provider. If that still doesn't resolve matters, lodge a complaint with the care provider. You´re not satisfied with the result of the complaint? Get in touch with WIJeindhoven.
I’ve been told I am eligible for only 2 hours of help each week, is that correct?
In principle, you are eligible for the help you need to keep your house clean. The amount of time is dependent on your particular situation. If your circumstances are such that you need extra domestic help to keep your house clean (if you have an assistance dog, for example) you can discuss this with your domestic help provider. The extra help can then be organised. Your personal circumstances may also result in your hours of help being reduced. That, too, is a question of tailoring.
I haven’t received a letter. Why is that?
The letter is intended for anyone whose care need assessment will expire after 1-1-2019. Since policy has changed, a new assessment will be required in 2018. The first group will receive notification in December 2017, the second group in March 2018 and the third group in June 2018. If your care need assessment expires after 1-1-2019, and you have not yet received notification, you will be notified later in the year. If, by June 2018, you have still not received notification, report that to WIJeindhoven.
If your care need assessment expires in 2018, get in touch with WIJeindhoven about 8 weeks before the expiry date.
My care provider indicates that I will not receive help during the holiday. Is this allowed?
The care provider must provide a clean house. If no help or less help is offered for a short period of time, then this is not considered instant pollution of your home. The care provider may therefore skip a number of weeks during the holiday period, unless off course this is not possible due to the personal situation. The care provider can, if necessary after a holiday period, catch up on overdue cleaning. If you find it important that certain tasks are still carried out during the holidays, you might want to ask a family member or acquaintance.
Will the costs of help in the home be reimbursed?
Do I pay a personal contribution towards help in the home?
Yes, you pay a personal contribution towards help in the home. The amount is dependent on your income and capital, and up to a maximum of 188.48 Euros per 4 weeks. The organisation that deals with the personal contribution on behalf of the government is called the CAK. They calculate the rate of your personal contribution for your circumstances. More information can be found on www.hetcak.nl (only in Dutch).
Personal contribution calculation tool
The calculation tool of the CAK provides insight into the personal contribution. You enter your income data and the calculation tool then indicates the maximum period contribution (MPB) that you can pay on the basis of your income. If you only have household support and the maximum period contribution is higher than € 188.48 (costs of the provision of Domestic Support), then you can consider whether you can better arrange the domestic support yourself. There are more than enough reliable companies that can arrange cleaning aid at reasonable rates. For example the Gascogno project of the municipality.
The calculation tool of the CAK indicates that you can pay 250.00 Euros basis of your income and capital. The provision for domestic support costs 188.48 Euros. You know you have to pay 188.48 Euros.
