What do I need in order to apply through the municipality?
Make an appointment online to request a Certificate of Good Conduct at the counter at the municipality.
Bring the following to the appointment:
- valid proof of identity (passport or identity card);
- the completed VOG application form;
- official document if the application relates to emigration, a visa or work permit.

How long will it take for me to be notified?
If everything is in order, you will receive the VOG by post within 4 weeks of the date the application was received.
If you have any questions about the progress of your application, you can phone Dienst Justis on 088 - 998 2200. Have your application number available. You will find this number at the bottom of the copy of your application which you received from us (at the reception desk or by post).
Can I authorise anyone else to apply for my VOG?
You can authorise someone else to apply for a VOG for you. The person you have authorised applies for your VOG from the municipality where you are registered.
When making the application, the person you have authorised needs to take the following documents to the municipality reception desk:
- A completed VOG NP application form (download the form on justis.nl (only in Dutch));
- Your authorisation: a letter containing the name and address of the authorised person, what they are authorised to do and the postal address where the VOG should be sent to;
- A copy of your proof of identity (passport or identity card);
- His or her own proof of identity;
- A debit card (or cash) to pay for the VOG.
How can I apply for a VOG as a legal person?
If you wish to apply for a VOG as a legal person, you should do this directly through either the Dutch Ministry of Justice and Security (justis.nl) or ondernemersplein.kvk.nl. A Legal Persons VOG can be used by companies and foundations to demonstrate their integrity to partners, businesses and governments.
If you are starting a catering business, you first need to apply for a VOG by completing the VOG application form for catering business owners (Aanvraag VOG horeca-ondernemers). We have already filled in part of this form. After that, you will need to apply for a permit to run a business.
Do I need a VOG when emigrating, for a visa or for a work permit?
Yes. Special rules apply to emigration, applying for a visa or applying for a work permit. You will need the VOG application form and an official document from the embassy, consulate or the foreign organisation or institution where you will be working. This document must contain all the information that is asked for on the VOG application form.
How do I apply for a VOG for childcare?
You can download the VOG application form for childcare at rijksoverheid.nl (only in Dutch). Fill in the details, sign it and send it together with a copy of your proof of identity and proof that you have transferred the amount due to the Municipality of Eindhoven, attn. Can I apply for a VOG if I am not registered in the Netherlands?
If you live abroad, or you live in the Netherlands but are not registered with a Dutch municipality, you will need to apply for the VOG from Dienst Justis, the Integrity and Screening Agency by writing to PO Box 16115, 2500 BC The Hague, (e-mail: frontdesk.justis@minjus.nl, telephone: 0031 88 9982 200).
