How do I apply for a dispensation?

You may request dispensation for a minimum of 1 day and a maximum of 1 year. Dispensation will only be granted if you have a good reason for requesting it. There could be consequences for traffic safety involved, for example if others are unable to drive past or have poor visibility due to your vehicle being parked where that is normally prohibited.
You will receive the decision in writing within 8 weeks at your home address. If you are granted dispensation, you will be permitted to drive into the no-entry area or park in the no-parking zone stated in your application. You may lodge an objection against our decision.

Which taxis can obtain dispensation to use the bus lane?
From 1 May 2018, only the following taxis, with a new bus lane dispensation, are permitted to use the bus lanes inside the city ring road:
1. TTO taxis (the bus lane dispensation was included in the TTO operating permit)
2. Emission-free taxis (here, the operating permit includes dispensation also for bus lanes outside the city ring road)
3. Non-profit passenger transport
4. Contract transport (WMO and AWMZ related)
The bus lane dispensation can be requested through dispensation Reglement Verkeersregels en Verkeerstekens (RVV 1990).
Please enclose Part 1 of your vehicle's registration document with your application.In the case of contract transport, please also enclose a copy of the contract with your application.
Which areas are no-entry areas
There are 2 areas in Eindhoven which are closed to cars at certain times: Meerriijk (in Meerhoven) and the shopping area in the city centre. There are bollards present to ensure that you cannot enter these areas at those times. You may enter these areas at the following times, when the bollards are lowered:

There are some car parks where bollards are raised when you are not permitted to enter the grounds. Do you wish to be able to enter while the bollards are raised, for example because you live there and are moving house? Apply for dispensation using the online form dispensation RVV 1990 (see introduction above).

Am I permitted to park a caravan or trailer at the side of the road?
A caravan may be parked at the side of the road for no longer than 3 successive days. On a car park, this is 14 successive days. The same rules apply to a trailer, camper, platform truck or construction trailer.
A truck trailer is permitted to be parked at the side of the road for no longer than 24 hours.
It is not possible to request dispensation for any rules covering caravans and trailers.
Do check whether you are in a paid parking area. This also applies in the case of your caravan or trailer. Are you taking up more than one parking space? Please pay for two parking spaces.
Where am I permitted to park large vehicles?
If your vehicle has one of the following features, it is classified as a large vehicle:
- a length of more than 6 metres
- a height of more than 2.4 metres
- a width of more than 2.2 metres.
You may park these vehicles anywhere on working days, between 8 a.m. and 6 p.m. Outside these hours, you may park a large vehicle only in the designated places. See the list in the document below (in Dutch).
Are you using a removals van which is classified as a large vehicle? You are permitted to use it for loading and unloading. Loading and unloading means that there is work being carried out at the vehicle every 10 minutes. If you are not constantly loading and unloading, you can request a dispensation so that you may park a removals van in front of your house for 1 day (dispensation RVV, see introduction above).
How can I apply for dispensation for a paid parking or permit holders area?
Do I have to notify you of changes in vehicle registration if I have been granted a dispensation?
We generally base a dispensation RVV 1990 on your vehicle registration. There are only a few cases in which a paper dispensation is sent to you home address. If the dispensation is based on your vehicle registration, we can tell whether you have applied for a dispensation when you violate regulations.
Do you intend to use the dispensation based on your vehicle registration again in the future, and has your vehicle registration changed? Notify us of this by sending an email to firstname.lastname@example.org. There is no charge for notification of a change in vehicle registration. You will find more about this in the section 'What are the charges for dispensation?'
